Well people say that it’s a big sign if he is being really ‘touchy’ with you! You said that he tried picking you up, in my opinion that it a bit more than just being friendly. Maybe he popped the water balloon on your head because he wanted you to notice him. What I suggest you do is become a little bit more friendly. If you’re the kind of girl/guy who has a crap ton of confidence (Which I don’t what so ever, I just like to admire them from a far xD) then maybe you should go ahead and tell him that you like him.
